The final rate approved will typically never be at a rate equal to or above the established market rate for the position.

Position Summary:

In support of the Agency's mission, under direction of the Housing and Homeless Services Manager, oversees the daily operations and delivery of short to medium term rent assistance programs by Housing Program Specialist staff in assigned locations. Responsible for ensuring person centered service delivery and regulatory compliance with program and funding requirements. Responsible for day-to-day supervision, training and support to Housing Program Specialists who provide individualized planning on how to secure and maintain permanent housing, coordination of application process and payment of rental assistance for program participants, and mediation of disputes between landlords and tenants. Responsible for monitoring rent assistance program expenditures. This position will oversee the development and maintenance of relationships with community partners and public and private sector landlords to provide stable housing opportunities for homeless and low-income households. Responsible for working with the program's leadership team to develop new policies and procedures in response to changes in program funding and/or requirements.

Essential Functions and Responsibilities:

  • Meet regularly with Housing Program Specialist staff to provide supervision, training and support, encourage professional development, identify performance concerns, evaluate work, and provide feedback. Responsible for building an effective team by supporting and responding appropriately to concerns and facilitating constructive resolution to team issues.
  • Provides training and assistance to staff specific to the development of trust-based relationships with individuals and families.
  • Ensures that understanding of the transformational impact of housing stability guide rent assistance service planning and provision.
  • Ensures that staff consistently understand and follow the established data-entry workflows associated with the Homeless Management Information System (HMIS).
  • Oversees daily operations of short/medium term rent assistance processes to ensure quality in customer service and consistency in operations. Ensures that rent assistance resources are disbursed in accordance with funder requirements.
  • Ensures that staff members understand and comply with established federal, state, and funding source guidelines, policies and procedures.
  • Establishes intake flow based upon consistent monitoring of program and staff capacity.
  • Provides intake services as needed.
  • Oversees the provision of tenant education programs offer through Community Action. Facilitates access to required staff training and accreditation in tenant education.
  • Provides training and assistance to staff specific to partnering with clients to create individualized short/medium-term rent assistance and support services plans. Communicates current program policies and procedures to program and agency staff, outreach partners, and community organizations.
  • Coordinates with the county-wide Coordinated and Centralized Assessment System administrator to ensure Daily Summary Reports reflect accurate Housing Program intake capacity.
  • Coordinates regularly with Community Connect Coordinator and Crisis Intervention Coordinator to ensure consistent flow of referrals to Housing Program.
  • Provides oversight of intervention, negotiation, and mediation assistance with landlords.
  • Oversee the production of reports as needed to comply with funder requirements.
  • Monitors assigned recordkeeping systems to ensure accuracy and compliance with all regulations and/or funding sources. Reports any technical issues related to computerized database systems. Updates and assists staff with implementation of any necessary system changes.
  • Represents the program on local committees and work groups as assigned.
  • Responds promptly and appropriately to client issues and concerns as needed.
  • Strictly adhere to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately.
  • Strictly adhere to agency code of ethics and standards of workplace behavior.
  • Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.

Required Education/Training/Experience:

  • Bachelor's Degree in a social service field or related professional experience, with 2 years experience delivering direct services and coordinating services with other agencies to a diverse population. Experience using appropriate customer service techniques, including experience interviewing clients/customers and assessing needs, as well as providing appropriate information and advocacy to meet customer needs. An equivalent combination of education and experience may be considered.
  • Ability to effectively supervise and direct staff.
  • Intermediate level computer proficiency in word processing, databases, spreadsheets, presentation, and calendaring programs.
  • Excellent interpersonal, oral and written communication skills.
  • Proven ability to work collaboratively with a wide range of community members, including professional organizations, service providers, and client advocates.
  • Experience working with low-income populations and demonstrated ability to work with the housing industry.
  • Experience in public speaking and organizing public meetings.
  • Demonstrated ability to accomplish tasks in an organized, efficient and professional manner.
  • Experience working with complex regulations and guidelines requiring implementation, documentation and monitoring for quality control.


  • Bilingual English/Spanish.
  • Knowledge of Washington County community resources.

Required Licensing or Other Special Certifications:

  • Complete RentWell Instructor training within 90 days of employment.

Required Physical Demands of Essential Functions and Responsibilities:

  • Work is usually performed in an office environment and shelter.
  • Occasional exposure to computer and keyboarding and telephone use.
  • In normal work day, may stand/walk __4__ hrs/day; may sit _4_ hrs/day; may drive _1 - 2_ hrs/day; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation _1 - 2_ hrs/day; may use hands at or above shoulder level for _1_ hrs/day.
  • In normal work day, may bend, squat, and/or climb frequently.
  • Work is light in nature, lifting maximum of 20 lbs with frequent lifting and/or carrying of objects weighing up to 20 lbs.
  • May require walking or standing to a significant degree, or sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
