Under Oregon statute, after July 1, 1996, an offer of employment for this position is contingent upon the results of criminal offender information record check, and possibly fingerprinting, conducted on applicants for employment in early childhood services agencies.  Applicants who have been convicted of certain offenses or who refuse to consent to such background checks will not be hired for this position.

Position Summary:

In support of the Agency's mission, the Education Specialist will provide support to assigned staff to improve quality teacher-child interactions and to ensure developmentally appropriate practices in Head Start classrooms by observing, giving feedback and by providing trainings. The Specialist will provide a supportive environment where they and their assigned staff examine and reflect on current practices, solve problems, and develop new skills and competencies to promote on-going professional development.

Essential Functions and Responsibilities:   

  • Establish positive and trusting relationships with all staff and children.
  • Maintain reliability with the Classroom Assessment Scoring System (CLASS) tool.
  • Provide assigned teaching staff with individualized feedback on lesson planning.
  • Coach assigned teaching staff and provide feedback using Practice-Based Coaching techniques.
  • Collaborate in the development and delivery of training sessions and workshops.
  • Attend all required meetings: pre-service, in-service, and other training as required.
  • Complete a minimum of two formal CLASS observations per assigned classes per year.
  • Analyze CLASS data to support assigned teaching staff in the development of appropriate teaching techniques, environments and individual CLASS related professional development goals.
  • Provide regular feedback and resources to assigned teaching staff to increase their knowledge, skills, and competence in working with children.
  • Conduct formal on-going assessments using identified observation and assessment tools (as required).
  • Work closely with assigned teaching staff to implement tier 1 (Pyramid Model) to promote the social and emotional development of children.
  • Collaborate with Head Start staff and consultants to ensure assigned teaching staff receive the highest level of support when children are in need of tier 2 or 3 (Pyramid) interventions.
  • Develop and update systems for tracking assessment data.
  • Demonstrate an understanding of Head Start Performance Standards, Head Start Policies and Procedures, and Oregon Childcare Division regulations to ensure the provision of optimal learning and development for children.
  • Strictly adhere to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately.
  • Strictly adhere to agency code of ethics and standards of workplace behavior.
  • Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.

Required Education/Training/Experience:

  • Education: Minimum of a Bachelor's Degree in the field of Early Childhood Education OR a Bachelor's Degree out of the field that includes coursework sufficient to be placed at Step 10 or higher on the Oregon Registry. Acceptable coursework would be a minimum of 30 quarter college credits or 20 semester college credits in at least 5 Core Knowledge Categories (as defined by Oregon Registry). Transcripts, diplomas and/or Oregon Registry Step Certificates are required to validate educational requirements.
  • Experience: Minimum of three years experience teaching in a Certified Child Care Center or comparable group care program in the care of children ages 0-5.
  • Access to reliable transportation with valid driver's license and proof of vehicle insurance.
  • Excellent written and verbal communication skills.
  • Ability to set and maintain professional boundaries.
  • Intermediate computer literacy and familiarity with applications such as database and spreadsheets, word processing, e-mail and internet.
  • Enrollment in Oregon Central Background Registry prior to offer of employment being extended.
  • Completion of appropriate Fit for Duty and TB Testing according to Head Start regulations prior to date of hire.


  • Master's Degree or higher in the field of Early Childhood Education OR a Master's Degree or higher out of the field that includes coursework sufficient to be placed at Step 10 or higher on the Oregon Registry (see acceptable coursework requirements under "Required Education" above).
  • Knowledge of adult learning principles and/or familiarity with coaching adults.
  • Bilingual in English and Spanish with intermediate written and verbal competency.
  • Four or more years experience teaching in a Certified Child Care Center or comparable group care program in the care of children ages 0-5.
  • Prior Head Start program experience.
  • Training and/or education in working with children with special needs.

Required Licensing or Other Special Certifications:

  • Current Oregon Registry Step Certificate (or acquired within 90 days from date of hire).
  • Current First Aid/CPR certification (or acquired within 30 days from date of hire).
  • Valid driver's license and proof of vehicle insurance.

Required Physical Demands of Essential Functions and Responsibilities:

  • Work is conducted mostly in a classroom and office environment with frequent local travel.
  • Moderate to extensive phone use.
  • Extensive use of video terminal and keyboarding.
  • In normal work day, may stand/walk __4__ hrs/day; may sit _4_ hrs/day; may drive __3 hrs/week; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation _2_ hrs/day; may use hands at or above shoulder level for _1/2_ hrs/day.
  • In normal work day, may bend, squat, and/or climb frequently.
  • Work is light in nature. Occasional lifting up to 20 lbs. with frequent lifting and/or carrying of objects weighing up to 10 lbs. Occasional lifting of a child weighing up to 40 lbs.
  • Frequent kneeling, stooping, bending and sitting on the floor or in small chairs. May climb occasionally.
  • Ability to monitor and respond to events going on at all times in classroom and outdoor play area.
